The cited patch added support of matching on geneve option by setting
geneve_tlv_option_0_data mask and key but didn't set geneve_tlv_option_0_exist
bit which is required on some HWs when matching geneve_tlv_option_0_data parameter,
this may cause in some cases for packets to wrongly match on rules with different
geneve option.
Example of such case is packet with geneve_tlv_object class=789 and data=456
will wrongly match on rule with match geneve_tlv_object class=123 and data=456.
Fix it by setting geneve_tlv_option_0_exist bit when supported by the HW when matching
on geneve_tlv_option_0_data parameter.

Current algorithm for encap keys is legacy from initial vxlan
implementation and doesn't take into account all possible fields of a
tunnel. For example, for a Geneve tunnel, which may have additional TLV
options, they are ignored when comparing encap keys and a rule can be
attached to an incorrect encap entry.
Fix that by introducing encap_info_equal() operation in
struct mlx5e_tc_tunnel. Geneve tunnel type uses custom implementation,
which extends generic algorithm and considers options if they are set.

The cited change added offload support for Geneve options without verifying
the validity of the options masks, this caused offload of rules with match
on Geneve options with class,type and data masks which are zero to fail.
Fix by ignoring the match on Geneve options in case option masks are
all zero.

The modified flow_context fields in FTE must be indicated in
modify_enable bitmask. Previously, the misc bit in modify_enable is
always set as source vport must be set for each rule. So, when parsing
vxlan/gre/geneve/qinq rules, this bit is not set because those are all
from the same misc fileds that source vport fields are located at, and
we don't need to set the indicator twice.
After adding per vport tables for mirroring, misc bit is not set, then
firmware syndrome happens. To fix it, set the bit wherever misc fileds
are changed. This also makes it unnecessary to check misc fields and set
the misc bit accordingly in metadata matching, so here remove it.
Besides, flow_source must be specified for uplink because firmware
will check it and some actions are only allowed for packets received
from uplink.

Add HW offloading support for flows with Geneve encap/decap.
Notes about decap flows with Geneve TLV Options:
- Support offloading of 32-bit options data only
- At any given time, only one combination of class/type parameters
can be offloaded, but the same class/type combination can have
many different flows offloaded with different 32-bit option data
- Options with value of 0 can't be offloaded
