staging: greybus: arche-apb-ctrl: fix unused warnings on resume/suspend
When CONFIG_PM_SLEEP is disabled, SIMPLE_DEV_PM_OPS does not use
arche_apb_ctrl_resume and arche_apb_ctrl_suspend functions:
