ixgbevf: merge ixgbevf_tx_map and ixgbevf_tx_queue into a single function
This change merges the ixgbevf_tx_map call and the ixgbevf_tx_queue call into a single function. In order to make room for this setting of cmd_type and olinfo flags is done in separate functions.
