x86: kvmclock: Do not setup kvmclock vsyscall in the absence of that clock
This fixes boot lockups with "no-kvmclock", when the host is not exposing this particular feature (QEMU: -cpu ...,-kvmclock) or when the kvmclock initialization failed for whatever reason.
