tools/gpio: add gpio basic opereations
Add basic gpio operations. User could get/set gpio value for specific line of gpiochip. Reference "tools/gpio/gpio-hammer.c" or "tools/testing/selftest/gpio/gpio-mockup-chardev.c" for how to use it.
