Prefer the direct use of octal for permissions.
Done with checkpatch -f --types=SYMBOLIC_PERMS --fix-inplace
and some typing.
Miscellanea:
o Whitespace neatening around these conversions.

Pointer sta_priv is assigned but never read, hence it is redundant
and can be removed. Cleans up clang warning:

Just calculate it like mac80211 does today, so we can get rid
of the calculation in mac80211 for everyone else.

This enum is already perfectly aliased to enum nl80211_band, and
the only reason for it is that we get IEEE80211_NUM_BANDS out of
it. There's no really good reason to not declare the number of
bands in nl80211 though, so do that and remove the cfg80211 one.
