Current implementation of scpi_clk_add just print a warning when clock
fails to register but then keep going as if nothing happened. The
provider is then registered with bogus data.
This may latter lead to an Oops in __clk_create_clk when
hlist_add_head(&clk->clks_node, &hw->core->clks) is called.
This patch fixes the issue and errors if a clock fails to register.

The frequencies above the maximum value of signed integer(i.e. 2^31 -1)
will overflow with the current code.
This patch fixes the return type of __scpi_dvfs_round_rate from 'int'
to 'unsigned long'.

Currently we add the virtual cpufreq device unconditionally even when
the SCPI DVFS clock provider node is disabled. This will cause cpufreq
driver to throw errors when it gets initailised on boot/modprobe and
also when the CPUs are hot-plugged back in.
This patch fixes the issue by adding the virtual cpufreq device only if
the SCPI DVFS clock provider is available and registered.

Now that we have clk_hw based provider APIs to register clks, we
can get rid of struct clk pointers while registering clks in
these drivers, allowing us to move closer to a clear split of
consumer and provider clk APIs.

for_each_available_child_of_node performs an of_node_get on each iteration,
so a break out of the loop requires an of_node_put.

The clocks for the CPUs are provided by SCP and are managed by this
clock driver. So the cpufreq device needs to be added only after the
clock get registered and removed when this driver is unloaded.
This patch manages the cpufreq virtual device based on the clock
availability.

On some ARM based systems, a separate Cortex-M based System Control
Processor(SCP) provides the overall power, clock, reset and system
control. System Control and Power Interface(SCPI) Message Protocol
is defined for the communication between the Application Cores(AP)
and the SCP.
This patch adds support for the clocks provided by SCP using SCPI
protocol.
