locking/lockdep: Clean up check_redundant() a bit
In preparation for adding an TRACE_IRQFLAGS dependent skip function to
check_redundant(), move it below the TRACE_IRQFLAGS #ifdef.
While there, provide a stub function to reduce #ifdef usage.
