crypto: skcipher - Remove SKCIPHER_REQUEST_ON_STACK()
Now that all the users of the VLA-generating SKCIPHER_REQUEST_ON_STACK()
macro have been moved to SYNC_SKCIPHER_REQUEST_ON_STACK(), we can remove
the former.
