PCI: Mark fall-through switch cases before enabling -Wimplicit-fallthrough
In preparation to enabling -Wimplicit-fallthrough, mark switch cases where
we are expecting to fall through.
Warning level 2 was used: -Wimplicit-fallthrough=2
