powerpc/xive: Add a debugfs file to dump internal XIVE state
As does XMON, the debugfs file /sys/kernel/debug/powerpc/xive exposes
the XIVE internal state of the machine CPUs and interrupts. Available
on the PowerNV and sPAPR platforms.
