kvm: Rename make_all_cpus_request() to kvm_make_all_cpus_request() and make it non-static
Different architectures need different requests, and in fact we will use this function in architecture-specific code later. This will be outside kvm_main.c, so make it non-static and rename it to kvm_make_all_cpus_request().
