perf/x86: Add a microcode revision check for SNB-PEBS
Recent Intel microcode resolved the SNB-PEBS issues, so conditionally enable PEBS on SNB hardware depending on the microcode revision. Thanks to Stephane for figuring out the various microcode revisions.
