Subject: drm/i915: fix WaInsertDummyPushConstPs
As pointed out by Chris Harris, we are using the wrong WA name, it
should in fact be WaToEnableHwFixForPushConstHWBug, also it should be
applied from C0 onwards for both BXT and KBL.
