selftests: Add infrastructure for powerpc selftests
This commit adds a powerpc subdirectory to tools/testing/selftests, for tests that are powerpc specific. On other architectures nothing is built. The makefile supports cross compilation if the user sets ARCH and CROSS_COMPILE.
