Pull rdma updates from Jason Gunthorpe:
 "This cycle we got a new RDMA driver "ERDMA" for the Alibaba cloud
  environment. Otherwise the changes are dominated by rxe fixes.

  There is another RDMA driver on the list that might get merged next
  cycle, 'MANA' for the Azure cloud environment.

  Summary:

   - Bug fixes and small features for irdma, hns, siw, qedr, hfi1, mlx5

   - General spelling/grammer fixes

   - rdma cm can follow changes in neighbours for control packets

   - Significant amounts of rxe fixes and spec compliance changes

   - Use the modern NAPI API

<title>RDMA/qedr: Fix potential memory leak in __qedr_alloc_mr()</title>

__qedr_alloc_mr() allocates a memory chunk for "mr-&gt;info.pbl_table" with
init_mr_info(). When rdma_alloc_tid() and rdma_register_tid() fail, "mr"
is released while "mr-&gt;info.pbl_table" is not released, which will lead
to a memory leak.

We should release the "mr-&gt;info.pbl_table" with qedr_free_pbl() when error
occurs to fix the memory leak.

Make sure to save the passed QP timeout attribute when the QP gets modified,
so when calling query QP the right value is reported and not the
converted value that is required by the firmware. This issue was found
while running the pyverbs tests.

Calling synchronize_irq() right before free_irq() is quite useless. On one
hand the IRQ can easily fire again before free_irq() is entered, on the
other hand free_irq() itself calls synchronize_irq() internally (in a race
condition free way), before any state associated with the IRQ is freed.

Split out flags from ib_device::device_cap_flags that are only used
internally to the kernel into kernel_cap_flags that is not part of the
uapi. This limits the device_cap_flags to being the same bitmap that will
be copied to userspace.

This cleanly splits out the uverbs flags from the kernel flags to avoid
confusion in the flags bitmap.

Add some short comments describing which each of the kernel flags is
connected to. Remove unused kernel flags.

Fix the wrongly reported max_send_wr and max_recv_wr attributes for user
QP by making sure to save their valuse on QP creation, so when query QP is
called the attributes will be reported correctly.
