drm/i915: extract intel_fbdev.h from intel_drv.h

It used to be handy that we only had a couple of headers, but over time intel_drv.h has become unwieldy. Extract declarations to a separate header file corresponding to the implementation module, clarifying the modularity of the driver. Ensure the new header is self-contained, and do so with minimal further includes, using forward declarations as needed. Include the new header only where needed, and sort the modified include directives while at it and as needed. No functional changes. drm/fbdev: Make skip_vt_switch the default

KMS drivers really should all be able to restore their display state on resume without fbcon helping out. So make this the default. Since I'm not entirely foolish, make it only a default, which drivers can still override. That way when the inevitable regression report happens I can fix things up with a one-liner plus FIXME comment that someone should fix up the suspend/resume code in that driver. If we skipped all the connectors that were not part of a tile, we would leave conn_seq=0 and conn_configured=0, convincing ourselves that we had stagnated in our configuration attempts. Avoid this situation by starting conn_seq=ALL_CONNECTORS, and repeating until we find no more connectors to configure.
