All Documentation files outside the uAPI are all licensed with,
at least, GPL 2.0. So, mark them as such.

The ondes at media/uapi are at least GFDL 1.1+.

Some CSI-2 transmitters will finish an ongoing frame whereas others will
not. Document that receiver drivers should not assume a particular
behaviour but to work in both cases.

<title>[media] docs-rst: Make the CSI-2 bus initialisation documentation match reality</title>

Update the CSI-2 bus documentation to tell that the LP-11 mode is not
mandatory as there are transmitters that cannot be explicitly set to LP-11
mode. Instead, say that this what the transmitter drivers shall do if
possible.
